National Report for the IAG of the IUGG 2015–2018

In this National Report are given major results of researches conducted by Russian geodesists in 2015-2018 on the topics of the International Association of Geodesy (IAG) of the International Union of Geodesy and Geophysics (IUGG). This report is prepared by the Section of Geodesy of the National Geophysical Committee of Russia. In the report prepared for the XXVII General Assembly of IUGG (Canada, Montreal, 8-18 July 2019), the results of principal researches in geodesy, geodynamics, gravimetry, in the studies of geodetic reference frame creation and development, Earth's shape and gravity field, Earth's rotation, geodetic theory, its application and some other directions are briefly described. For some objective reasons not all results obtained by Russian scientists on the problems of geodesy are included in the report.

Multifractal classification of Sentinel-1 SAR images of ice-covered sea areas

In this study, a technique for multifractal classification (MC) of synthetic aperture radar (SAR) images of ice-covered sea areas is proposed. This technique is based on the use of SAR image local Hölder exponents (LHEs) and coarse Hölder exponents (CHEs) calculated for sliding windows with different sizes. Hölder exponents are very effective and easily computable image texture descriptors that characterize the degree of local irregularity of image functions. The main steps of the presented SAR image classification technique are following: Sentinel-1 SAR image transformation (application of orbit file, radiometric calibration, speckle filtering, terrain correction and conversion to dB), extracting local and coarse Hölder exponents from HH- and HV-polarized Sentinel-1 SAR images, stacking local and coarse Hölder exponents into high-dimensional feature vectors, classification of the formed feature vectors by some classifier. Experimental testing of the proposed technique for classification of SAR images was carried out on several regions of Sentinel-1b SAR images demonstrating ice-covered areas of the Kara Sea. The first step of the technique was implemented by SNAP toolbox, and the next three steps were implemented using own MATLAB application (https://github.com/UchaevD/GMAToolbox). SAR image classification results were compared with ice charts of U.S. National Ice Center (NIC), which contain weekly information on sea ice concentration and ice thickness. As a result of comparison with NIC ice charts, it has been established that Kara Sea areas with widely-spreading types of floating ice can be successfully separated by MC of Sentinel-1b SAR images, and overall and average classification accuracies are not less than 75%. The results of the study suggest that MC of SAR images of ice-covered sea areas can be used to automate the generation daily ice charts for various ice-covered sea areas in the Arctic and Antarctic.

Brewer, SAOZ and Ozonesonde Observations in Siberia

Regular ground-based measurements of total ozone are available over the full Russian territory using M-124 filter ozonometers, Brewer spectrophotometers, and Système d'Analyse par Observation Zénithale (SAOZ) spectrometers in the Arctic region where these observations are essential for evaluating ozone loss in winter. Daily measurements are performed by three Brewer spectrophotometers; these are located in Kislovodsk (43.7°N, 42.7°E), Obninsk (55.1°N, 36.6°E), and Tomsk (56.5°N, 85.1°E). Two SAOZ spectrometers are deployed at the Arctic Circle in Salekhard (66.5°N, 66.7°E) and Zhigansk (66.8°N, 123.4°E). In addition, regular winter–spring ozonesonde soundings are carried out in Salekhard. Altogether, they have provided the unique measurements over the eastern Arctic required for characterizing ozone loss during each winter and will also monitor the anticipated ozone recovery following the reduction of chlorine and bromine ozone-depleting substances in the atmosphere.
