Dynamic Modelling of the Impact of Climate Change and Power Flow Management Options using STELLA: Application to the Steephill Falls Reservoir, Ontario, Canada

This paper presents a dynamic modelling framework for evaluating the impact of climate change and flow management options on a hydroelectric power reservoir. The model couples the HBV (Hydrologiska Byrns Vattenbalansavdelning) rainfall-runoff model to a generic reservoir routing model. The efficacy of the model was tested on the Steephill Falls hydropower facility located in the Magpie River watershed in Northern Ontario. Both the impact of climate change and future energy demands were evaluated. Using a statistical downscaling approach, future climate under Intergovernmental Panel on Climate Change (IPCC) A1B and A2 emission scenarios was projected from the Canadian Global Circulation Model 3 (CGCM3). Both scenarios suggest a significantly increasing trend in air temperature (p < 0.001) corresponding to a 1.7C increase by the middle of the century and a 2.9C to 3.7C increase by the end of the century relative to the baseline period (19702000). The model performed well in simulating the inter-annual seasonal dynamics of the reservoir. Plausible climate-induced increase in runoff input into the reservoir might be counterbalanced by increased drawdown caused by increasing energy demands and water users, resulting in increased pressure to adjust lower reservoir rule curves, in-stream flow requirements downstream, or a combination of both.

Water Banks: Using Managed Aquifer Recharge to Meet Water Policy Objectives

Innovation born of necessity to secure water for the U.S. state of Arizona has yielded a model of water banking that serves as an international prototype for effective use of aquifers for drought and emergency supplies. If understood and adapted to local hydrogeological and water supply and demand conditions, this could provide a highly effective solution for water security elsewhere. Arizona is a semi-arid state in the southwestern United States that has growing water demands, significant groundwater overdraft, and surface water supplies with diminishing reliability. In response, Arizona has developed an institutional and regulatory framework that has allowed large-scale implementation of managed aquifer recharge in the state’s deep alluvial groundwater basins. The most ambitious recharge activities involve the storage of Colorado River water that is delivered through the Central Arizona Project (CAP). The CAP system delivers more than 1850 million cubic meters (MCM) per year to Arizona’s two largest metropolitan areas, Phoenix and Tucson, along with agricultural users and sovereign Native American Nations, but the CAP supply has junior priority and is subject to reduction during declared shortages on the Colorado River. In the mid-1980s the State of Arizona established a framework for water storage and recovery; and in 1996 the Arizona Water Banking Authority was created to mitigate the impacts of Colorado River shortages; to create water management benefits; and to allow interstate storage. The Banking Authority has stored more than 4718 MCM of CAP water; including more than 740 MCM for the neighboring state of Nevada. The Nevada storage was made possible through a series of interrelated agreements involving regional water agencies and the federal government. The stored water will be recovered within Arizona; allowing Nevada to divert an equal amount of Colorado River water from Lake Mead; which is upstream of CAP’s point of diversion. This paper describes water banking in Arizona from a policy perspective and identifies reasons for its implementation. It goes on to explore conditions under which water banking could successfully be applied to other parts of the world, specifically including Australia.

In Aquifer Storage and Recovery (ASR) schemes, geochemical and biogeochemical reactions play an important role, impacting on aquifer matrix integrity and recovered water quality. In order to quantify the geochemical reactions occurring, it is necessary to trace the injectant. The use of chloride and the stable isotopes of the water molecules as conservative tracers was investigated in an ASR trial at Bolivar, South Australia where reclaimed effluent was injected into a brackish aquifer. Chloride is a primary indicator of mixing of injectant and native groundwater. The injection period spanned 18 months and the quality of the injectant varied with seasons leading to potentially large errors in calculating the proportion of injectant in the sampled mixture. Stable isotopes of the native groundwater and the injectant were also significantly different, allowing identification of injectant breakthrough. The injectant isotopic signature also showed seasonal variations. Hence a combined approach using chloride and stable isotopes assists in more accurately quantifying the mixing fraction and the travel time of water in the aquifer between injection and observation wells.

Sixty years of global progress in managed aquifer recharge

The last 60 years has seen unprecedented groundwater extraction and overdraft as well as development of new technologies for water treatment that together drive the advance in intentional groundwater replenishment known as managed aquifer recharge (MAR). This paper is the first known attempt to quantify the volume of MAR at global scale, and to illustrate the advancement of all the major types of MAR and relate these to research and regulatory advancements. Faced with changing climate and rising intensity of climate extremes, MAR is an increasingly important water management strategy, alongside demand management, to maintain, enhance and secure stressed groundwater systems and to protect and improve water quality. During this time, scientific research—on hydraulic design of facilities, tracer studies, managing clogging, recovery efficiency and water quality changes in aquifers—has underpinned practical improvements in MAR and has had broader benefits in hydrogeology. Recharge wells have greatly accelerated recharge, particularly in urban areas and for mine water management. In recent years, research into governance, operating practices, reliability, economics, risk assessment and public acceptance of MAR has been undertaken. Since the 1960s, implementation of MAR has accelerated at a rate of 5%/year, but is not keeping pace with increasing groundwater extraction. Currently, MAR has reached an estimated 10 km3/year, ~2.4% of groundwater extraction in countries reporting MAR (or ~1.0% of global groundwater extraction). MAR is likely to exceed 10% of global extraction, based on experience where MAR is more advanced, to sustain quantity, reliability and quality of water supplies.
