Management of Ground Water in Africa Including Transboundary Aquifers: Implications for Food Security, Livelihood and Climate Change Adaptation

Groundwater is one of the most important sources for drinking water, livestock water, and irrigation in Africa. It is of vital importance in meeting the Millennium Development Goals (MDGs) target of accessing clean water, as most of rural Africa and a considerable part of urban Africa are supplied by groundwater. Groundwater also has a major role to play in improving food security through expansion of irrigation supplied by shallow and deep wells. As such, groundwater has high relevance to the development and wellbeing of Africa, if adequately assessed and sustainably exploited. However, impacts of rapid development and climate change on water resources, including groundwater, are expected to be very severe unless major actions are taken to address the limited human and institutional capacity and hydrogeological knowledge base needed to devise sustainable adaptive water management strategies. Whilst the potential for groundwater resources development and the extent of their vulnerability due to climate change in the African context continue to be reported in the literature, a quantitative understanding of these issues remains poor. Although groundwater systems respond to human and climatic changes slowly (relative to surface water systems), climate change still could affect groundwater significantly through changes in groundwater recharge as well as groundwater storage and utilization. These changes result from changes in temperature and precipitation or from change in land use/land cover, and increased demand. There is therefore a need for ensuring sustainability and proper management of groundwater resources through instituting proper aquifer management practices such as the establishment of groundwater monitoring systems, better understanding of the role of groundwater storage and groundwater discharges in sustaining aquatic ecosystems, understanding the interactions between various aquifers (including transboundary aquifers) and assessing the impact of increased pumping from various aquifer systems on the sustainability of groundwater abstraction. This paper provides an overview of the regional hydrogeological framework, the current state of knowledge of aquifer systems, their development potential and climate change impacts on groundwater, research gaps, and policy implications for meeting the MDGs of accessing clean water and livelihood goals in Africa.

Modelling potential areas of groundwater development for agriculture in northern Ghana using GIS/RS

Abstract Groundwater development potential in northern Ghana (108 671 km2) has been assessed by combining spatial layers for five critical factors—recharge rate, regolith thickness, transmissivity, borehole success rate and static water level—through a multi-criteria analysis approach to rank development potential from the viewpoint of groundwater availability and accessibility at a resolution of 1 km2. The results indicate a high potential for development in the study area, as about 70% of the area was found to have high to moderate groundwater availability, while 83% has high to medium groundwater accessibility. Comparing the two main hydrogeological environments, the Precambrian Basement rocks (PCB) area was found to generally have a higher groundwater development potential than the Voltaian Sedimentary rocks (VSB). More detailed investigation revealed that the VSB can produce a small proportion of exceptionally high-yielding boreholes that can support large-scale irrigation. A test of the reliability of results showed that generally, the majority of high- and low-yielding boreholes fall in areas predicted by the model as having high and low groundwater availability, respectively. Regional Mapping of Groundwater Resources in Data-Scarce Regions: The Case of Laos

This study focuses on Laos, a landlocked nation located in South-East Asia with sub-tropical climate and highly seasonal rainfall distribution. Laos is one of the world’s least developed countries, and currently witnesses an unprecedented level of development that is highly reliant on its natural resources, including groundwater. There is currently very limited data and no nationwide assessment of shallow (<30 m) groundwater resources to support sustainable management. This study provides a first step towards addressing this issue by (i) identifying the major aquifer units of the country; (ii) integrating localized data and regional maps into an assessment of the groundwater potential; and (iii) producing quantitative maps of key hydrogeological indicators. Eight aquifer units have been described and evaluated: (i) Basement aquifers, (ii) Volcanic aquifers, (iii) Schists, (iv) Paleozoic sedimentary, (v) Karsts, (vi) Limestones, (vii) Mesozoic sedimentary and (viii) Alluvial sediments. The Mesozoic sandstones and the Alluvial aquifers are the most extensive and productive hydrogeological systems in the country. The Volcanic and Karstic aquifers, although poorly known, might also have important potential. This assessment, along with the maps of quantitative aquifer indicators, provide a significant improvement in both spatial resolution and accuracy compared to previously available information. It will likely support improved management plans and the identification of areas with higher potential for groundwater development.

Physical water scarcity metrics for monitoring progress towards SDG target 6.4: An evaluation of indicator 6.4.2 “Level of water stress”

Target 6.4 of the recently adopted Sustainable Development Goals (SDGs) deals with the reduction of water scarcity. To monitor progress towards this target, two indicators are used: Indicator 6.4.1 measuring water use efficiency and 6.4.2 measuring the level of water stress (WS). This paper aims to identify whether the currently proposed indicator 6.4.2 considers the different elements that need to be accounted for in a WS indicator. WS indicators compare water use with water availability. We identify seven essential elements: 1) both gross and net water abstraction (or withdrawal) provide important information to understand WS; 2) WS indicators need to incorporate environmental flow requirements (EFR); 3) temporal and 4) spatial disaggregation is required in a WS assessment; 5) both renewable surface water and groundwater resources, including their interaction, need to be accounted for as renewable water availability; 6) alternative available water resources need to be accounted for as well, like fossil groundwater and desalinated water; 7) WS indicators need to account for water storage in reservoirs, water recycling and managed aquifer recharge. Indicator 6.4.2 considers many of these elements, but there is need for improvement. It is recommended that WS is measured based on net abstraction as well, in addition to currently only measuring WS based on gross abstraction. It does incorporate EFR. Temporal and spatial disaggregation is indeed defined as a goal in more advanced monitoring levels, in which it is also called for a differentiation between surface and groundwater resources. However, regarding element 6 and 7 there are some shortcomings for which we provide recommendations. In addition, indicator 6.4.2 is only one indicator, which monitors blue WS, but does not give information on green or green-blue water scarcity or on water quality. Within the SDG indicator framework, some of these topics are covered with other indicators.

Isotope contribution to geochemical investigations for aquifer storage and recovery

In Aquifer Storage and Recovery (ASR) schemes, geochemical and biogeochemical reactions play an important role, impacting on aquifer matrix integrity and recovered water quality. In order to quantify the geochemical reactions occurring, it is necessary to trace the injectant. The use of chloride and the stable isotopes of the water molecules as conservative tracers was investigated in an ASR trial at Bolivar, South Australia where reclaimed effluent was injected into a brackish aquifer. Chloride is a primary indicator of mixing of injectant and native groundwater. The injection period spanned 18 months and the quality of the injectant varied with seasons leading to potentially large errors in calculating the proportion of injectant in the sampled mixture. Stable isotopes of the native groundwater and the injectant were also significantly different, allowing identification of injectant breakthrough. The injectant isotopic signature also showed seasonal variations. Hence a combined approach using chloride and stable isotopes assists in more accurately quantifying the mixing fraction and the travel time of water in the aquifer between injection and observation wells.

Sixty years of global progress in managed aquifer recharge

The last 60 years has seen unprecedented groundwater extraction and overdraft as well as development of new technologies for water treatment that together drive the advance in intentional groundwater replenishment known as managed aquifer recharge (MAR). This paper is the first known attempt to quantify the volume of MAR at global scale, and to illustrate the advancement of all the major types of MAR and relate these to research and regulatory advancements. Faced with changing climate and rising intensity of climate extremes, MAR is an increasingly important water management strategy, alongside demand management, to maintain, enhance and secure stressed groundwater systems and to protect and improve water quality. During this time, scientific research—on hydraulic design of facilities, tracer studies, managing clogging, recovery efficiency and water quality changes in aquifers—has underpinned practical improvements in MAR and has had broader benefits in hydrogeology. Recharge wells have greatly accelerated recharge, particularly in urban areas and for mine water management. In recent years, research into governance, operating practices, reliability, economics, risk assessment and public acceptance of MAR has been undertaken. Since the 1960s, implementation of MAR has accelerated at a rate of 5%/year, but is not keeping pace with increasing groundwater extraction. Currently, MAR has reached an estimated 10 km3/year, ~2.4% of groundwater extraction in countries reporting MAR (or ~1.0% of global groundwater extraction). MAR is likely to exceed 10% of global extraction, based on experience where MAR is more advanced, to sustain quantity, reliability and quality of water supplies.

Constraints and opportunities for groundwater irrigation arising from hydrologic shifts in the Iullemmeden Basin, south-western Niger

Land-use-change-induced increases in shallow groundwater levels across parts of the Sahel in recent years have coincided with expanded use of groundwater for irrigation. This study was conducted to assess the potential linkages and livelihood implications based on a field survey of nine villages building on previous hydrological studies. The results show that irrigators lack effective means of production and mostly rely on manual methods. Borehole usage is more profitable and reliable than shallower wells. Overall incomes from irrigation are relatively small and severely constrained by the limited field scale due to high establishment and operating costs.

Managing groundwater for building resilience for sustainable agriculture in South Asia

Abstract South Asia's heavy reliance on groundwater for irrigated agricultural production supports the livelihoods of tens of millions of smallholder farmers but is being undermined by rampant overexploitation of groundwater. Without major intervention, this is expected to be further exacerbated by growing demand and climate change. Groundwater management, scientific and evidence‐based, can make an important contribution to managing unsustainable groundwater use and strengthening the climate resilience of farmers due to groundwater's unique storage characteristics. This study brings together a set of strategies and solutions to better manage groundwater that cover the augmentation of groundwater recharge through managed aquifer recharge, management of groundwater demand through participatory groundwater management and other methods, and the harnessing synergies of co‐dependent sectors. The opportunities, constraints and available evidence for each are analysed and the boundaries, barriers and specificities identified to establish entry points for positive change through policies and implementation programmes.
