Climate change is impacting fisheries globally, posing both risks and opportunities to those dependent on marine resources. Understanding how fishers perceive climate change, and what factors shape these perceptions, can provide insights into behavioural intentions and support required for climate change focused strategies and management. This study interviewed demersal fishers from a south-west UK fishing port to explore: 1) the future risks fishers identified that may affect their business and wider industry; 2) fishers' beliefs and risk perceptions relating to climate change; and 3) the factors influencing these perceptions. Fishers identified a number of environmental, socio-economic and fisheries governance risks but climate change was rarely mentioned. While fishers overall had low risk perceptions of climate change, these perceptions were heterogeneous across the sample. Climate change scepticism and a high perceived self-efficacy to adapt to climate change were associated with lower risk perceptions. These findings provide new insights into how fishers perceive climate change and, importantly, greater understanding of the possible drivers of such perceptions. Findings suggest that undertaking climate-awareness raising initiatives in isolation to support adaptation strategies could be limited in success. Instead, wider focus should be applied to removing barriers to adaptation, managing wider risks and incorporating fishers into decision making to effectively support and motivate fishers' adaptation.
The concept of 'doughnut economics' is attracting growing attention from policy-makers and has the potential to unify stakeholders around a holistic vision of sustainable development. The 'safe and just' space within the doughnut is framed at a global scale, based on human needs that represent a foundation for social wellbeing, and planetary boundaries reflecting biophysical limits. However, the geographical division of political power between and within nations means that its ability to stimulate change will depend upon its application at national and subnational scales. This paper examines the challenges facing local institutions in downscaling doughnut economics for planning, decision-making and leadership; draws on wider literature from previous efforts to localise sustainability governance to help illuminate these challenges; and outlines a future research agenda to support local governance for a safe and just space.
Failure to address unsustainable global change is often attributed to failures in conventional environmental governance. Polycentric environmental governance—the popular alternative—involves many centres of authority interacting coherently for a common governance goal. Yet, longitudinal analysis reveals many polycentric systems are struggling to cope with the growing impacts, pace, and scope of social and environmental change. Analytic shortcomings are also beginning to appear, particularly in the treatment of power. Here we draw together diverse social science perspectives and research into a variety of cases to show how different types of power shape rule setting, issue construction, and policy implementation in polycentric governance. We delineate an important and emerging research agenda for polycentric environmental governance, integrating diverse types of power into analytical and practical models.
Climate change-driven alterations in storm frequency and intensity threaten the wellbeing of billions of people who depend on fisheries for food security and livelihoods. Weather conditions shape vulnerability to both loss of life and reduced fishing opportunities through their influence on fishers' daily participation decisions. The trade-off between physical risk at sea and the economic rewards of continued fishing under adverse weather conditions is a critical component of fishers' trip decisions but is poorly understood. We employed a stated choice experiment with skippers from a temperate mixed-species fishery in southwest England to empirically assess how fishers trade off the risks from greater wind speed and wave height with the benefits of expected catch and prices. Technical fishing and socio-economic data were collected for individual fishers to identify the factors influencing trade-off decisions. Fishers preferred increased wind speed and wave height up to a threshold, after which they became increasingly averse to worsening conditions. Fishing gear, vessel length, presence of crew, vessel ownership, age, recent fishing success and reliance on fishing income all influenced the skippers' decisions to go to sea. This study provides a first insight into the socio-economic, environmental, and technical fishing factors that can influence the sensitivity of individual fishers to changing storminess. These insights can help to inform fisheries climate vulnerability assessments and the development of adaptation measures.
Accelerating social and environmental change raises pressing questions about how existing institutions can be reformed to mount a more effective response. In this context, goal-based governance has been widely adopted in order to mobilise existing bodies to agree shared goals and develop common purpose. Increasingly employed in sustainability governance at the international scale, goal-based governance concerns setting pan-organisational goals and mobilising to deliver them. There is growing recognition that this approach needs to be downscaled to the local level in ways that can increase democratic engagement in order to realise significant change. This paper examines the opportunities and challenges involved in doing this in Cornwall, UK. We draw on collaborative research with representatives from statutory organisations as well as civic and civil society to highlight: (1) the significance of institutional structures, culture and relationships; (2) the need to adopt innovative participatory methods to engage and enlist civic and civil society organisations in goal-setting; and (3) the importance of ensuring delivery. The paper explores the extent to which local institutions can engage in goal-based and collaborative governance to respond to the challenges of sustainability in ways that reflect specific geo-political and cultural contexts as well as responding to international demands for greater sustainability. The findings provide insights that have relevance for other contexts as local leaders experiment to better recognise, reflect and respond to the social, ecological and political challenges of our time.
Abstract Over‐exploitation and habitat degradation are the two major drivers of global environmental change and are responsible for local extinctions and declining ecosystem services. Here we compare the top‐down effect of exploitation by fishing with the bottom‐up influence of habitat loss on fish communities in the most diverse of ecological systems, coral reefs. Using a combination of multivariate techniques and path analyses, we illustrate that the relative importance of coral cover and fishing in controlling fish abundance on remote Fijian reefs varies between species and functional groups. A decline in branching Acropora coral is strongly associated with a decline in abundance of coral‐feeding species, and a decrease in coral‐associated habitat complexity, which has indirectly contributed to reduced abundance of small‐bodied damselfish. In contrast, reduced fishing pressure, brought about by declining human populations and a shift to alternate livelihoods, is associated with increased abundance of some piscivores and fisheries target species. However, availability of prey is controlled by coral‐associated habitat complexity and appears to be a more important driver of total piscivore abundance compared with fishing pressure. Effects of both fishing and coral loss are stronger on individual species than functional groups, as variation in the relative importance of fishing or coral loss among species within the same functional group attenuated the impact of either of these potential drivers at the functional level. Overall, fishing continues to have an influence on Fijian fish communities; however, habitat loss is currently the overriding agent of change. The importance of coral loss mediated by climate change is expected to have an increasing contribution to fish community dynamics, particularly in remote locations or where the influence of fishing is waning.
